The Village That Refuses Addresses
Carmel by the Sea is one square mile of village on the Monterey coast, and it has deliberately stayed strange. No street lights. No parking meters. No chain restaurants. And no street addresses — homes and businesses carry names, and mail has always been collected at the post office rather than delivered. In 2025 the city council finally approved a plan to start assigning numbers, after decades of residents saying no. The same stubbornness has kept the trees, the low rooflines, and the beach itself mostly the way they were.
The Actor Who Became Mayor
The town's other famous refusal was its own mayor. Clint Eastwood, who had opened his Hog's Breath Inn restaurant here in 1970, grew so frustrated with the city's permit battles in the mid-nineteen-eighties that he sued the town — then ran for mayor. He won in 1986 by a landslide, 2,166 votes to 799 for the incumbent. The spark for the campaign was the city's ban on take-out food, which the national press turned into the headline that Carmel had outlawed ice cream cones.

Walk Ocean Avenue to the beach, past the cottages with their hand-lettered names instead of numbers, and find the doorways built to fit the trees — village law says new buildings must grow around the oaks. Then visit Tor House, the granite home the poet Robinson Jeffers built by hand between 1919 and 1924, with its stone tower looking out to sea. Tour it, then walk down to the sand at Carmel Beach and look back at the roofline — no signs, no lights, no numbers, exactly the way the village fought to keep it.
